Not directly. An index is a published calculation, not a security. Investors get the exposure through an ETF, an index fund or a derivative that follows it.

Why do index levels differ from the futures I see quoted?

Index levels here are calculated from the underlying market's own trading hours. Futures trade nearly around the clock and price in what is expected to happen when the cash market reopens.

How often are these levels updated?

Levels refresh through the trading session of the exchange behind each index and may be delayed. Closing levels settle after that market closes.
