Passenger seating: a seat is certified structure, not furniture

A cabin seat has to hold an occupant through a survivable impact, keep the head injury measure below a limit, burn slowly, and then be approved again for the specific cabin it is fitted into. That is why the seat — not the airframe, not the engine — has repeatedly been the item an airline was waiting on.

The certification basis is what separates a seat from furniture. Transport aircraft seats are qualified by dynamic testing on a sled: the seat, its restraint and an instrumented dummy are accelerated through prescribed pulses, one predominantly vertical and one predominantly horizontal at around sixteen times gravity, with the floor deliberately warped to represent a deformed airframe. The seat must stay attached, the restraint must hold, and the measured loads on the occupant must stay under published limits.

Everything else about a modern seat makes that harder. A business class suite is a mechanism with actuators, a shell, a table, a screen and now often a door, weighing an order of magnitude more than an economy seat and costing as much as a car — and every one of those features is a new load path, a new obstruction in an escape path, and a new item of compliance evidence. The result is programme timelines of several years and a certification queue that airlines and airframers have both said, in public, is limiting deliveries.

How it works

The 16g regime

Two dynamic tests are run. The first is predominantly vertical and checks that the structure and the occupant's spine survive a hard vertical impact; the second is predominantly horizontal at about sixteen g, with the seat yawed, and checks restraint and retention. In both, the floor attachments are pre-deformed in pitch and roll before the test, because in a real accident the floor moves before the seat does. A seat that passes on a flat rig and fails on a warped one has not demonstrated anything useful.

Head injury criteria and what is in front of you

The occupant's head must not exceed a head injury measure computed from the acceleration it experiences, which means the certification unit is not the seat but the seat and whatever the head can reach — the seat in front, the monument, the bulkhead, the screen bezel. Change the pitch, change the row ahead, or move a monument, and the analysis is redone. This is the single biggest reason a seat approved on one aircraft is not simply approved on another.

Premium suites and the door problem

Enclosed suites gave airlines a product to sell and gave the authorities a question they had not previously had to answer: how a door, a shell and a fixed table interact with evacuation, with cabin crew visibility, and with the escape path from every seat. Interpretation has tightened, and it has tightened on designs already in development, which is how a supplier can be late on a seat that met the rules as understood when it was launched.

Why the queue does not clear quickly

The constraint is not sled capacity alone but the engineering behind each campaign — the analysis, the test plan agreed with the authority, the delegated compliance findings — and the population qualified to do it is small. Because every airline wants a distinct cabin, the industry generates a large number of essentially bespoke certification programmes, each consuming that scarce capacity, and none of them reusable by anyone else.
