Battery materials: mines, refineries and where they actually are

Battery supply chains are usually described in terms of where the minerals are mined. The more useful question is where they are refined into battery-grade materials, because that step is far more concentrated than mining and it is the one that cannot be replaced quickly.

Battery materials are the mined and refined inputs to cell manufacturing — lithium, nickel, cobalt, graphite and their processed compounds — together with the recycling streams that return them.

Mining is geographically diverse for most battery inputs. Refining is not. Converting ore or brine into a compound pure enough for a cell is a chemical process that has concentrated heavily in a small number of countries, and it is the step that determines whether a cell can be made.

That distinction explains most of the policy activity in this area. Opening a mine takes years; building a qualified refinery takes years and requires process knowledge that is not widely held; and a cell manufacturer cannot switch material supplier without re-qualifying the cell, which takes many months more.

Recycling matters for the same reason. A recycled stream that produces battery-grade material displaces refining capacity, not just mining — which is where its strategic value lies, over and above the environmental case.
